I don't hear the Chinese whining about cost overruns; perhaps it is just a Western phenomenon with too much fluffy around on big projects.
Not all projects seem to have suffered this fate. We can't just keep isolating one project that is ridiculous and small-minded; we need to learn from our mistakes and do it better and faster. There have been plenty of successful global nuclear projects.
