CVN groups were designed to operate in open ocean with large standoff distances. That is what the ships were designed for, that is what the ship's weapons were designed for, that is what officer training for such duties revolved around. It was known forty years ago that in confined waters they would be sitting ducks.

The orders to do what they did were beyond stupid, but rather malicious and intended to lead to a disaster.
