If it looks like a duck and swims like a duck and quacks like a duck then it's a duck. If it looks like a fake policy and is failed to be implemented and produces victims then it is a labor policy.
Labor needs victims and thousands of them. They can't allow first home buyers to escape their clutches so they make housing more expensive.
