    The share price is currently at 2.2 because that is what the majority of shareholders choose to value the company at by approving the options.

    2.2 is actually a small premium to the recent issue of shares at 2.5 including half the option value at ~0.4, thus the heads are valued around 2.1.

    apparently this is what the shareholders wanted.
