russia currently has 16% official interest ratds but can't bring inflation down so they are considering raising it to 17% or 18% .
The figures that come out of russia can't be believed but the only growth in russia is in armaments and they are no benefit to the economy merely a cost if you understand basic economics .

Lastly the people of russia are withdrawing their cash such that bank liquidity is at an all time low , some countries in the region have cut dealings with rusisan banks too .

you have your head in the sand so you can't see the truth .
