here it is from the horses mouth ,it appears you have it wrong, it states they need to drill down deep to get access to the "WATER NEEDED UNDER ITS APPLICATION", the application water permit being for "14,000acre-feet ". i suggest you go back and looks through exactly what you are posting maybe?
