I have sent this question to Josh, I guess it will be too prickly for SM to answer honestly:

Scott on March 26 you stated along the lines that the PPSA was in the process of being finalized very soon, or words to that effect. It is now nearly 3 months and there are absolutely no indications that the PPSA is any closer to being completed, and during that time frame the SP of IVZ has lost a further 27%. Are you happy to admit that you are not able to achieve the PPSA and you are fearful of advising the market as such, or are you able to categorically provide evidence that the PPSA is approaching finalization?
