Yes, retaining cash on the balance sheet is the best thing, if it is necessary. Unfortunately, if it is necessary then everyone will recognise that and the share price will fall considerably from where it is now!!
If the company has the view that it can comfortably trade at a profit then it should pay dividends as per their designated formula.
