My logic is:
The NDIS is paid for by the Gov't, the Gov't reckons they're spending too much money on NDIS and also autism ($38K/ patient/year). You're quite right that's the market size.
TGA and PBS and NDIS are all Gov't Dept's and they'll align if the Fed's see fit.
