Normally, participation in the tender process isn't price sensitive announcement but company issued it as price sensitive because CBA inviting others (based on announcement) to the bid and as you said above if they lose then the share price will tank badly so for those in profit might take chunk out and wait for the outcome instead take a risk in my opinion.
