Typically the less of an active ingredient you can get away with without compromising efficacy, the better. It lessens any side effects and increases the number of people who can use it. More of something doesn't equal higher efficacy, it typically only results in higher side effects. The fact the FDA acknowledged they could get away with a slightly lower percentage is actually a good thing, as they wouldn't have done so if they believed it would have an impact on efficacy.
