Wages, trucks, admin, etc.. Are called ongoing operational cost and they are not part of the capital and cost is usually done per unit of measurement e.g. Per tonne or lb or oz, etc....
In the PFS done in 2008 the cost was there!
The $20m - $40m is to build the plant and this number is also from the PFS that was done back on 2008.
Plants could also be bought second hand, partly second hand or fully new. Again, costing varies based on options given and what metal FS decides to focus mining.
In many cases, most of the work and depending on the of the project, sub contractors do all work for a fee per tonne or per day or per whatever unit, that is usually part of the ongoing production cost per lb.
The FS should highlight all these figures.
