1. 18v is not going to kill you if electrical fault occurs.
2. A lot has to do with the quality of rhe products (cheep toy/tool inports) and incorect chargers being used to charge the lithium batteries = house fires
My main Point was that they are extremely difficult fires to extinguish once thermal runaway starts. The chemical reaction can even recommence once the batteries are removed from being submerged. A Scooter started smoking again shortly after lifted from salt water.
Hence the original article fire-fighters involving robots to fight EV fires. ( most likely controlling EV fires rather than extinguishing)
