I heard it as they needed the feasibility study from 2018 for them to apply for state approval which that process itself took some years. Here's the transcript quote:
"we we ran a feasibility study in 2018 which under the new South Wells permitting uh regulations you have to have a feasibility study to demonstrate economic viability before you can go into the permitting process before you an put your application"
