lol.. the Gov is the Gov.. they are slow, they are useless, they spend all our tax money and we get fkd at every available avenue.. why would drilling/environmental approvals be any different!?
Ask yourself.. when has timing ever fitted in perfectly with your investing timetable?? When you've been lucky, or in some some cases well informed!
