Unlikely - if SAT and 10 builds are successful then decent funding will start to come in, and then the sky is the limit. I doubt the Pivacs would choose to miss the most exhilarating ride of their life.
The real risk is that the SAT and builds fail - but it looks like that risk is decreasing daily as FBR, I assume, continue making preparations, and the FAT passed with flying colours.
