yes Mogga, though in Abbotts defence, it was probably proposed that pensioners like @googs be exempt. In those days it was seen as a deterrent to visiting your GP, which would probably have resulted in even more people going to hospital A & E .
I note that a lot of pensioners would have a Seniors Health Care Card - this means that the maximum they can pay for their PBS medication is $277 per year. This has been frozen for five years !!! I am surprised that Albo and @muyakea is not shouting this from the rooftops.
