Given it was only a partial assignment of tenement 833.042/2013, I'm assuming there was some sort of legacy issue or dispute (maybe monies owing?) which precluded the vendor from being able to deliver unencumbered or 100% of the title. This would be a fairly common occurrence in this part of the world I'd say.
