Russia tried a similar approach with heroin addiction..... didn't change a thing.
Asian and ME countries have tried similar for a wider range of infringements...... hasn't stopped any homosexuality, alcohol or other drug use/abuse.....
punishment is not a deterrent...... it just ensure the activities involved will be illegal. Doesn't make anyone "think again" other to plan to hide the crimes better.
