With out Compulsory supper government would be required to fund the pension's of people that didn't have a pension fund, the expectation before Compulsory supper was that people paid taxes during their working lives and that government would pay they a pension when they retired.

With out Compulsory supper government would have to raise money via higher taxes to pay the pensions of the increasingly ageing population
