Agreed. From my deep dive into their National Standards last week, it appeared they had different tiers of standards. The "mandatory requirements" was at the top.
Edit: and as @teddie pointed out, their last standard update was only taken up by less than 20% facilities. I believe (in part) because it was not a "Mandatory requirement" standard.
