Firstly, do you understand what a financial model does? Do have any experience with modelling planning and estimates for project builds? How much do I need to dumb this down for you to be able to understand the process?

This comment highlights to me that you fundamentally don't understand financial models and the fact that you can model multiple scenarios concurrently to provide an estimated cost envelope.
