Tier 1 generally means large resource, long life, low cost. There are only 3 operating REE mines outside China, being MP, Lynas and SV, so the sample size is small. But taking MP and Lynas as the hard rock benchmark then nobody other than BRE makes their grade - and whilst BRE has spectacular drills it does not have a resource etc. For ionic clay there is only SV, and if they are the benchmark to beat then only MEI and VMM beat it (a number of others are similar grade). However PdC is a scenic and relatively heavily populated area so approvals will take longer than they did for SV which operates on low density farming land.
