Like many government funded schemes, what you'll find is the problem lies in the administration of them by public servants.
There haven't been many politicians who maintain a governing interest in schemes like this once it's off the parliamentary menu.
I am reluctant to say it, but it's high time ministers had professional staff, with hands on experience, to deliver timely oversight into whether the money is being spent wisely.
It won't be easy to introduce. I've had personal experience at the high end of key government departments as to how the top public servants treat ministers with disdain and blindside them with heaps of bumpf, just like in Yes Minister. That was reality tv, not comedy.
