Maybe it's not just the convict history.

In Europe there is a higher incidence of fraud in Southern Europe (Greece, Italy, Spain) vs Northern Europe (Nordic counties, Germany, UK).
So maybe the high migration from Greece/Italy post WWII contributed to the rip off government culture?

Sounds like good thesis for a PHD to me.
Why do Australians want to rip off their government so much?

EIther way blaming the lack of controls for the NDIS abuse is not even half the story IMO.
