People seem really confused here. There are two seperate events
1) IMEC will attempt to shrink the memory cells from 60nm down to 20nm
2) IMEC will ship the 20nm cells to Silicon Valley where 4DS will do in-house testing.
Should 1) not be sucessful IMEC will not ship the 60nm cells
