If they are not able to shrink to 20nm then 4DS will have to announce it before anything is shipped, even if people here think IMEC will ship the 60nm cells which they could not shrink down to 20nm. The damage will be done.
From my conversations IMEC will not ship 60nm cells they were not able to shrink so if 4DS announces PL6 is being shipped that means shrinking to 20nm has been successful. They will likely announce that anyway.
Then it comes down to the metrics from the in-house testing but from my conversations metrics usually improve with smaller sizes
