@$$$$$$$$ ... It's called a mine. The types of aspects you mentioned have to happen at every mine. Believe it or not they know how to do all this in WA from over a century of experience.
When digging the pit, you do not have to dig it all before you start mining. They actually plan it and do some overburden mining each year for quite a few years, so your understanding of mining seems very limited.
At Olympic Dam BHP were planning to remove 8.4 Billion cubic metres of overburden to make that mine open cut. This would have been around 20 Billion tonnes of waste, and they spent a small fortune (around $100m on the planning IIRC!!).
There is a lot of mineralisation here at 30-60m deep which is considered shallow and not a problem in open cut mining operations. Many would love to have as valuable shallow resource as we have.. Realisticall most of the high grade mineralisation is less than 125m deep, so the mining cost is the least of our priorities going forward. The fact you don't know or understand this reflects poorly on your judgement...
