The difference with BYE is it is net debt and FCF negative, with no capital return for foreseeable future. No one was buying BYE with a view to return of capital, whereas most who were/are buying OEL with a view to capital return, which last time I called company was something they were committed to. If you're the other 50% of shareholders, why on earth would you be keen to delist when running assets hard and returning capital is a good strategy vs share price, with seemingly best in class sale managers unable to transact a sale.
