Key to the dysfunction is that major reforms need the acceptance of state governments as there is a cost sharing eith the scheme. This was a deliberate design by the Gilliard Government as a protection mechnansim from the incomming LNP limiting the scheme.
In addition to the hostile Senate the LNP had for those years, the mostly ALP States were never going to agree to making the scheme more sustainble and handing the LNP a win.
Interesting, while the cost of the scheme grows, what the states have to contribute never changes! The States have ZERO incentives for the NDIS to be rolled back.
The scheme was doomed from the start. Well meaning reform is always shouted down as hurting people with disabilities. Now it's rife with fraud and waste and nothing but triming around the edges will ever be achieved.
