The narrative that the NDIS can be made financially sustainable just by addressing fraud and waste is false. That is only several billion per year by some estimates. The total scheme costs tens of billions and is on track for 100b eventually. The total budget today is about 550b for context.
The reforms needed are things like means testing and tightening of eligibility, as well as third party reviews of care plans. All of this is politically impossible in my opinion. The growth in participants is way, way above orginal estimates of both sides of politics, that's a eligibility problem, Scott.
Unfortunately when the scheme was introduced by Gilliard, and pitched as helping society's most disabled and it would, in fact, be a net economic benefit was all false. They created a monster of entitlement which is now dominated by children with learning delays and adults with less serious disabilities. Taking that away is political suicide.
