The way this kid is singing and moving about seems to indicate he's already lost his mind or not fully there. Kids/teenagers are used/exploited so much in so many ways but remember too, they are also like sponges and follow.

No, he was not the one sent to the contest - that was this person, from Israel - she was bending over backwards to be there (it'll make sense if you watch) but yes the kid is probably from Israel too:

Out of the two, I prefer Eden Golan's Hurricane but then I much prefer songs from Eurovision's by gone years - such as this winner from 1969:
