    sounds like they are referring to pozzolanic cement (naturally occurring), or cement made from fly ash or similar waste residues. this stuff is regularly used in well casing jobs for its properties. you can google its properties. idk the ramifications of using this type of cement behind the casing here. may be more difficult to acid (HCl) treat if you want to get rid of it. may need a bit more of a kick to frac it.
    their reason for using this type of cement would have been sound. its the execution (service provider) that has caused pain imo.
