PK left the FDA when he was Chairing a committee to approve the Pfizer vaccine. His committee was pressured by Biden's representatives to approve the vaccine without the necessary end point data. This is public information as per subsequent congressional hearings.
PK resigned from his long term career at the FDA based upon principles. He understands the BLA process, he brings the required experience and professionalism that is hugely beneficial for MSB. SI does not have PK's level of experience the company is lucky to have PK.
