there is something i cant follow in your post.
in terms of the packer testing - all i have stated is my opinion on an overall objective/approach - based on my limited experience in confined fractured rock aquifers/reservoirs and limited knowledge of the conditions actually encountered in Amistad 1.
the devil is always in the detail.
there are people who are experts in this complex technical area who would be across the details and the feasibility. May need to get them on the job.

as for the cubans doing open hole comingled completions as a standard...maybe thats one of the reasons why they don't get much flow out of their reservoirs.

The issues around the cement job in Amistad 1 are more likely due to a cock up. In the diagram you can see that Unit 2 was in Serpentinite...which should provide a relatively uniform hole (and easily calculated cement volume) compared to fractured limestone. You could speculate they tried to overcompensate for cement losses by adding extra volume - but they were setting the cement into the serpentinite - and you wouldn't expect much losses there ordinarily. anyway, im over it.
