There is a limited amount of Russian assets not stolen, not by USA, but by Putin's henchmen.
They cruise in 200m yachts while populus outside the burbs of Moskva and Petersburg eat boiled cabbage, potatoes and borscht. Across Russia there is no sewerage, roads are crap, and no one cares just a little worse than Victoria.
A neat way for Putin to increase his assets, as there is very little low hanging fruit is that a bureaucrat with $mills falls from the window on the 10th floor at his hotel.
