He told them to wait. They should have ignored him.....but they had told him it was all clear. The stupidity lays with secret service. They managed to let a shooter nearly kill the next president. Ask Gumunderhoof and his noise cancelling headphone void. I'd say they were in experienced. Experienced officers would have whisked him away in seconds.
