Under Australia's highly successful and envied scheme of providing Renewable Energy Certificates REC which are tradable, it means neither taxpayers nor government have to be out of pocket.
Because private industry won't invest in nuclear, they've done their sums, Dutton's plan is for the total cost of the proposed 7 nuclear power plants to be borne by government (the taxpayer)
