My own view is that the opportunity for homeowners to sell privately owned battery capacity by buying when electricity price is high and selling when price is high is a good thing. That is participation is truely voluntary and individuals can choose how much, and at what price points to buy and sell. I can envisage such a system based on a simple data input similar to buying and selling shares on line.
It would be a bad thing if public servants could intrude. This will be their natural tendency.
