Technically they could do anything. But given the circumstances it would be very difficult to justify. They would also need NSW govt approval. They won't get approval given the circumstances the breaches that have occurred recently are very minor compared to those that were found in first inquiry. They are mostly due to accidents from lazy / incompetent management. Management have been replaced and the work they have done towards remediation is quite large and will be almost complete by the end of the year.
