I agree @smithy84, Shell/Exxon want out and Viaro is one of few buyers of UK North Sea assets. My guess on the delay is that perhaps Viaro are trying negotiate the price down further. $100m less would mean more to Viaro than it would to Shell Exxon who are clearly moving out.
