Dude anybody willing to join the consortium can do it...in this case BLG the board probably paid UCSB a sum of money to be PART of the consortium...

Let me ask you this question. What is BLG's core competency? Is it in equipment manufacturing(RP-CVD), process-know or what? What products and services do they provide or will they ever be able to supply? Been over 20 years yet still relying on government subsidies and lame duck investors for funding. It's funny how people who are new to investing don't understand that there is a 100% correlation between company's earning (i.e. ability to generate cash flows) and share price.
