LDA are not allowed to sell under a certain share price price. They have limitations…

the share price has been in decline since the last attempt to raise money via LDA and that has restricted them in selling l, leaving them holding over 24 million shares as per last quarterly…

if they can’t sell instantly due to low liquidity in the market then they lose significantly. Or have to hold until the share price returns to a level they can sell into again. Given they have 24 million shares already that they can’t sell they might have suspended further financing until they can offload those shares.
