They did have a system that they are allowed to borrow in allotments this way they dont pay unnecessary extra interest by borrowing full amount. But the other thing you said is likey to happen I think if they are not using the money then maybe they will withdraw the option to the full 50m. Then once they pay back the outstanding amound they would be done ?.
