Those options are all open to Putin, he can do either of those immediately if he so chose, none require any input or negotiations from anyone else, there is no one stopping Putin from doing that.

And yet to you, those choices by Putin to invade Ukraine and continue his invasion of Ukraine are somehow Ukraine's fault.
