Howard was dead keen on CCS. HELE never mentioned. too expensive it seems.
the real question is, since th privatisation of the electricity generation, why hasn't any private/public company put forward a proposal to build a HELE plant?
if it was so crash hot stuff surely there would have been a flood of offers when Howard was PM and more than willing, keen as mustard, to accept a proposal and consider needed subsidies over and above those enabled to other coal plants.
