I think the regulatory environment in NZ has more to do with shutting down operations than a 'tough trading environment'.
SVR wouldn't close down Australian operations if Australia entered a recession similar to NZ.
Personally I think they've looked at the loans that they are being punished for & thought we've done everything right & inline with Australia & yet we're still being penalised. Then thought, It's just not worth it.
