I think this may be too small and low grade and early stage to interest the risk adverse majors unless all of South America becomes uninvestable due to some sort of black swan political event. Finance for a mid tier or junior to build this would probably involve crippling interest rates and onerous metals price hedging. Probably need the inflationary labour market in construction costs to settle down as well.
Indonesians comfortable buying existing operations but haven't constructed in Australia yet, Chinese locked out by FIRB, Japanese would want a local partner, BHP already overexposed to SA and are busy digesting OZL assets, Rio seem happy with Oyu Tolgai. EVN just bought North Parkes, AIS & AMI too busy doing their own thing to begin a new greenfields, DVP cant even get Woodlawn financed and that is production ready.
