Back on target (all puns intended)....

Solve two problems at once.

1. All the inmates that are rioting have just failed their entrance examination to Australia. Put them on the next jet home.

2. A quick descision is a good one, it means they don't hang around. This will also tell any wannabe's that may not be as welcome as in the past.

The ones getting here by boat obviously have money from somewhere to get as far as they have. Why should that entitle them to jump the queue of refugees who are just as at risk (claimed) but who don't have the money to hire a boat.
