    Job Description:

    Reporting to the CEO and working closely with Company stakeholders, the Sourcing Manager is responsible for leading the development and implementation of a comprehensive sourcing and procurement strategy in support of GLE’s technology commercialization and production facility deployment objectives. Responsibilities include supplier identification and selection, contracting, supplier qualification, managing supplier performance, leading and administering small business subcontracting and other strategic sourcing initiatives, developing internal sourcing processes and standards, and interfacing with suppliers, partners, and regulators.

    NOTE: This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, or other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to U.S. export-controlled technology. GLE will require proof of U.S. person status prior to employment. The selected candidate must also be able to acquire and maintain an NRC Q-clearance for access to Restricted Data.

    Roles and Responsibilities:

    • Lead execution of GLE’s sourcing strategy for the Paducah Laser Enrichment Facility (PLEF), ensuring a robust supply chain is in place to meet all project deliverables.
    • Partner with Engineering, Operations, Projects, Quality, and other stakeholders to define, develop, and optimize the supply chain for key GLE process systems and components.
    • Create a framework for supplier and supply chain selection that can be leveraged across projects and operations; implement a common supplier evaluation and supply chain vetting process.
    • Lead supplier selection, RFQ/RFI, selection, negotiation, contracting, and supplier management processes; utilize Lean and other tools to simplify processes and eliminate waste.
    • Mitigate supply chain risks through the implementation and execution of risk management strategies.
    • Participate in engineering design reviews, ensuring focus on design for cost and design for manufacturability; work with Engineering to develop and refine procurement specifications.
    • Work with Security to develop, qualify, and oversee supplier security programs for the safeguarding of classified information and materials.
    • Drive a culture of continuous improvement and further the business’s strategic imperatives.
    • Develop and achieve financial and operational sourcing targets on an annual and multi-year basis.
    • Deliver on project cost, schedule, and quality goals.
    • Develop and strengthen strategic supplier relationships.
    • Oversee supplier performance and work with key suppliers to improve cost, delivery, and quality; ensure supplier compliance with regulatory requirements and other flow-downs, as applicable.
    • Interface with regulators as required.
    • Grow and manage GLE sourcing team, including purchasing, procurement engineering, and supplier quality; promote team morale, engagement, and ownership; drive excellence in safety, compliance, (internal) customer service, quality, and productivity.
    • Support the development of sourcing team talent and depth.

    Qualifications, Education, and Experience:

    • Bachelor’s degree in a technical or business curriculum.
    • At least 7 years of professional or military experience in sourcing, new nuclear project management, finance, commercial, technical or equivalent discipline.
    • At least 3 years of sourcing or contract management experience.
    • At least 2 years of experience in a managerial leadership role.
    • Ability and willingness to travel as required.

    Desired:

    • Active DOE/NRC Q-clearance or equivalent (DOD TS).
    • Master’s degree in business or engineering.
    • Experience working with nuclear customers, regulators and suppliers.
    • Strong leader capable of working successfully in a matrixed organization, as part of a cross-functional team to drive impactful results.
    • In-depth knowledge of the disciplines of sourcing management, including strong negotiation skills, contracts management, supplier management, quality systems, and sourcing metrics.
    • International business and/or procurement experience.
    • Sourcing experience in a high technology and/or highly regulated industry.
    • Demonstrated ability to develop, contract and implement multi-year supply agreements.
    • Demonstrated ability to establish a vision and direction for Commercial Sourcing Organization.
    • Strong interpersonal skills; proven ability to build and motivate a strong team.
    • Strong organizational skills; demonstrated ability to manage multiple complex situations and drive projects to completion, including cost and schedule control.
    • Strong verbal and written communication skills.
    • Strong computer skills, including Microsoft Suite and Oracle Enterprise Resources Planning System (ERP) systems.
    • Lean and/or Six Sigma certification. Experience leading in a lean organization, with KPI/metrics to drive continuous improvement. Lean trained with demonstrated ability to apply tools and process rigor.
    • CPM and/or APICS certification.
